Access to quality basic education remains a challenge in Laos, particularly in remote areas, where there are high drop-out rates and low literacy and numeracy rates. Literacy in the early grades remains a major challenge, with significant differences between urban schools and more rural and remote schools, which have many students for whom Lao is not their first language. This report details the survey conducted to collect baseline data on literacy and numeracy that will serve as a basis for future Action Education Laos projects on literacy and numeracy issues in the country.
